One of the most important challenges facing Iraqi government institutions and institutions is the very large increase in the number of employees. The excessive and ill-considered government recruitment policy has caused a very high increase in the number of state employees (government sector). In the period before 2003, the number of government employees in the Iraqi state was about 850 thousand employees. While today it has reached 4.5 million employees in 2020; That is, a five-fold increase.
